The apartment complex was evacuated nearly two years ago after it was deemed unsafe due to fire safety hazards.
It is understood the solution, which was presented to residents yesterday, contains proposals for those who purchased with a mortgage to be allowed to walk away from their loans without their credit rating being affected.
Sean Kenny, Labour TD for Dublin North East, said it is up to residents if they see fit to accept the proposals.
"I don't want to pre-empt their discussions … [but] it seems to me a very positive deal," he said.
"I'm sure they will consider it and come to their conclusions based on their own situation."
