Homeless strategy is working despite contrary claims, minister says

It comes as opposition TDs claimed homelessness is on the rise - despite the government's bid to end the practice of sleeping rough by 2016.
The claims were made following information from homeless organisation the Simon Community that homeless numbers were up more than 80% in their morning headcounts in the city centre.
Junior minister Ciaran Cannon, however, said hundreds of people were moved off the streets and into long-term housing last year.
"In the Dublin region in 2012, 879 people moved from homelessness to independent living," he claimed.
"As part of the new arrangements for funding housing authorities dealing with homelessness, reports on indicators re being provided to the Department."
He said the government needed to strike a balance between providing emergency beds and long-term accommodation.
