The detective arrested and charged Mr Maughan, of Cork Simon Community, with a charge of robbing John Gallagher near the bus station at Parnell Place on the night of Aug 21.
Det Garda Walsh said it was approaching 11.10pm and the injured party was on his way to the last bus home to Blackrock.
"As he was nearing the bus he was surrounded by three females who made a verbal demand for money.
"He felt hands going into his pockets and his mobile phone, bus pass and €40 in cash were taken from him.
"It is alleged Shannon Maughan was one of the three females.
"There was no weapon used and the injured party said he was pushed but not struck or hit. There was no physical violence as such," the detective alleged.
Judge Leo Malone said it was a case where he could accept jurisdiction.
Insp Bill Duane said the DPP only consented to summary jurisdiction at Cork District Court on a plea of guilty, and that otherwise it would be a matter for trial by judge and jury. Eddie Burke, solicitor, was appointed on free legal aid.
Mr Maughan was released on bail for six weeks on condition she would keep a curfew to be back at the Simon accommodation by 8pm every night and abide by other conditions.
