The group is calling on the government to legislate on the National Ports Policy in order to improve activity in the sector.
CEO of the IEA, John Whelan, said Ireland's ports are not operating as efficiently as they should be.
"Internationally, over the last decade, there's been a massive change in terms of the types of ships that are moving goods internationally, and also in the way Ireland has positioned itself as an international exporter," he said.
"In those circumstances, the ports have to step up to the plate and perform in a much more effective and efficient manner."
