Father of 15, Brian Murray and 26-year-old Mark O'Shaughnessy lost their lives fighting a blaze inside a disused ink factory at Adelaide Villas on September 26, 2007.
Judge Des Hogan today said their bravery has never been in question and their competence has never been in doubt.
The council has four months to pay the fine.
It has also to pay the €95,000 legal costs of the case.
Outside court councillor John Brady spoke on behalf of the firefighters' families.
He said, "While welcoming the eventual guilty plea made by Wicklow Co Council in relation to the charges that were brought as a result of the deaths of Brian Murray and Mark O'Shaughnessy they are however disappointed with the leniency shown by the judge in relation to the fines."
