James Reilly said that he will do his best to make sure Ireland has a safe and efficient health system next year.
He will have to cut health spending by €666 million next year - which includes major cuts to medical cards.
Minister Reilly has warned that it will not be easy.
"The HSE now has a difficult task of developing a service plan for 2014 that would deliver that maximum level of safe quality services possible within the funding available," he said.
"I have no doubt though that this is the most challenging year yet that the health sector has experienced."
