He was detained in north Belfast a short time ago and has been taken to the Police Service of Northern Ireland's serious crime suite at Antrim police station for questioning.
Mr Kearney, a father-of-four from Dunmore Road in north Belfast was shot dead and dumped in a lake last Wednesday.
He was reported missing the previous day after failing to return home from walking his dogs through Alexandra Park.
A group calling itself the new IRA issued a claim of responsibility for his death which came just 24 hours before 35-year-old Barry McCrory was gunned down in Derry.
Both victims were known to police for previous offending.
A funeral mass for Mr Kearney was held at Holy Family Church on the Limestone Road earlier today.
