Taoiseach: Social welfare system needs radical reform

In remarks opening the Fine Gael national party conference in Limerick's South Court Hotel, Mr Kenny said this would be a difficult Budget, despite the progress made.
Mr Kenny said previous governments avoided reform of the welfare system like they avoided reality and condemned generations to years on the dole queues.
And the Taoiseach said Minister Burton needs to ensure that work pays.
"For the vast, vast majority of jobseekers they want to get back to work as soon as possible," he told the party faithful.
"But because of the culture fostered by previous governments they are locked into a range of welfare traps that remove opportunities from them and their families.
"We need to remove those traps. We need to break that cycle by implementing, where appropriate, things like social employment clauses."
