Minister Hogan said that tax payers already pay €1.2bn a year for water to be supplied to homes and businesses.
Speaking at the National Ploughing Championships he said that many people are already paying for their own supplies.
"Most of the people here at the National Ploughing Championships make provision for their own water privately or they are paying on a meter already," he said.
"So welcome to the real world that water is a very important natural resource that is needed for your household, that is need for your job, it's needed for agriculture food for pharma for ICT industry
"And in ten years time if we don't have sufficient quantities and quality of water we aren't going to get foreign direct investment and if you want to leave your tap on in the future with a water meter you will pay through the nose."
