Union members have voted in favour of industrial action which will see teachers withdraw from meetings outside normal school hours, in service training and school planning.
Action by the 17,000 ASTI secondary school teachers will begin on October 2nd and run for two weeks.
Brendan Howlin is appealing to the ASTI to reconsider its plans.
"We can't change things - the Haddington road agreement is there, it's been implemented from the first of July," he said.
"We need the savings, it's art of the budgetary arithmetic … none of the work we're doing is easy, but it's not changeable."
Industry experts believe it unlikely that a compromise will shortly be reached.
