"For the Taoiseach not to come out and be prepared to debate with any other politicians shows, that he hasn't actually got a very strong argument," Ross said.
"It was a mad idea he got at a Fine Gael dinner a few years ago and he's now finding it very difficult to defend."
Shane Ross believes that public Seanad elections could be held on the same day as Dáil elections, but the Taoiseach is unwilling to listen to arguments for reform.
He claimed the refusal of the Taoiseach to hold a live head-to-head debate should be an indication to voters.
Deputy Ross is among four independent TDs and an MEP who are calling for a No vote in next month's referendum.
