Enda Kenny said in a radio interview this morning that there is plenty of time to debate the issue on the floor of the Dáil chamber.
In response, Micheál Martin said Leader's Questions is no place for this debate and laid down the gauntlet for a head-to-head.
"Leader's Questions is two minutes - with the Ceann Comhairle making sure you've got two minutes - with the Taoiseach having three minutes," he said.
"Now, that doesn't constitute a head-on debate on a very serious matter which is a fundamental reform of the constitution, which has been initiated by the Taoiseach."
"He should have the courage of his conviction and he should debate it in public."
