The US president met Mexican leader Enrique Pena Nieto and Brazil's Dilma Rousseff separately on the sidelines of the G20 summit in St Petersburg, Russia, according to deputy national security adviser Ben Rhodes.
Both leaders have expressed outrage over revelations by whistleblower Edward Snowden that the NSA monitored their communications.
Mr Pena Nieto said it would constitute an illegal act and Ms Rousseff cancelled a trip to Washington by a team of aides preparing for her upcoming US visit.
Mr Rhodes said Mr Obama wants to address the concerns of both leaders. He added the US is working to provide both countries with information about the intelligence it collects.
