The National Transport Authority has recently proposed opening the line under the Phoenix Park for passenger trains.
It was hoped it could offer improved services since DART underground plans have been shelved.
Irish Rail 's spokesperson Barry Kenny said that the tunnel plan is no substitute, however.
"Well we don't see it as an alternative," he said. "Neither do the National Transport Authority, at all."
He described the DART underground proposal as "a major project that would transform the rail infrastructure in the greater Dublin area" that would "dramatically increase capacity on the Dublin rail network".
