Newspaper reports said they will only allow a family of four to spend €20 a day on food and could see people in urban areas give up their cars.
But Kenny says the rules will help mortgage-holders in difficulty.
Speaking outside the GPO in Dublin this afternoon, an Taoiseach says they are not designed to be binding.
"Everybody who sits down, in this case, with a practitioner goes through the range of what their income and expenditure is. Every individual circumstance is different depending on the nature of those circumstances.
"People have become fixed as if these things are binding. They are different in every single circumstance and are indicative only."
