Deputy Shortall resigned from the Labour Parliamentary Party last September following controversial decisions surrounding primary care centres and continued cuts to the Health Service.
Ms Shortall is currently in talks along with former Labour Ceann Comhairle, Colm Keaveney, to secure speaking rights in the Dáil.
Speaking to Kfm, Ms Shortall said there is certainly an appetite for formation of a new party.
She said: "That is a possibility for the future and I think that a lot of other people in the Dáil that are not aligned, and I think there are people in existing parties, that would like to see a new kind of politics.
"But certainly, there is an appetite there for a new type of party.
"It remains to be seen whether anything concrete happens in that regard, but it is very difficult to set up a new party so we have to wait and see, I suppose."
