Rank-and-file officers will refuse to carry out work using their own equipment, including personal cars, laptops and mobile phones.
Last night, a further two divisions of the Garda Representative Association joined fellow officers in votes of no confidence and support for the action.
Dublin Metropolitan West Region voted in favour of a vote of no confidence in the Minister for Justice Alan Shatter, the Garda Commissioner Martin Callinan and Minister for Public Expenditure and Reform Brendan Howlin.
Former Fine Gael Justice Minister Nora Owen said she was disappointed with the decision, and urged gardaí to return to the Croke Park extension talks.
"There's huge goodwill towards the garda force in this country, and it can be lost," she said.
"The public can lose their confidence and support for the gardaí. I would urge them to return to the talks - they have a much better chance of getting a good deal if they're inside the talks."
