The education ministers met in Brussels - chaired by Ruairí Quinn - and made conclusions on the 'Rethinking Education' report.
It is now hoped that the changes can be brought on-stream by January of next year.
This is the first of two Education Council meetings under the Irish Presidency.
Speaking in Brussels, Minister Quinn says technology will play a major role.
"All of our classrooms, right across the 27, soon to be 28 member states, have to embrace that technology," he said.
"Because the rest of the world is doing so and we have to do so as well.
"It won't change education per se, but it will change the way in which we do education."
