It is understood the Department of Justice wants to make savings of €60m in the garda pay bill over the next three years.
The Association of Garda Sergeants and Inspectors (AGSI) has already pulled out of the talks process over the extension of the Croke Park Agreement.
Last Friday, the GRA, which represents more than 11,000 gardaí, said its members would not accept any further pay cuts or changes to conditions and work practices.
President of the GRA, John Parker, said gardaí had already taken all the cuts they could bear.
"What our members have loudly told us is that gardaí cannot take any further cuts in pay…Our members are in financial straits (and) cannot pay loans and mortgages," he said.
