HMV has confirmed that vouchers for the entertainment retailer are not currently being accepted "for the time being".
The NCA has said the HMV administrator's decision is "very disappointing and regrettable".
Dermot Jewell, the Chief Executive of the Consumers Association, said there may be some clawback for people who purchased vouchers by credit card.
Mr Jewell said: "Under the Sale of Goods and Supply of Services Act, there is section 14 which provides for people who may have purchased these vouchers by credit card only.
"That section places a responsibility on the credit card company. Get in touch with your the credit card company immediately, tell them why you are calling and tell them that you want this transaction reversed."
There are mounting fears for the future of HMV's 300 employees in Ireland and more than 4,000 in the UK.
HMV says stores in Ireland and the UK remain open and are continuing to trade as efforts begin to find a new buyer.
Last night the music, film and computer games retailer - established in 1921 - confirmed that Deloitte has been appointed as administrators with immeditate effect.
The company employs more than 4,300 people and operates a chain of 238 stores, of which 300 workers are based in 26 Irish outlets.
