Both inquiries have made their final report, but the State has yet to pay the bulk of the legal costs for the legal teams involved over a 15-year period.
According to the Irish Times, one of the biggest bills so far has been for the legal team who represented whistleblower James Gogarty. They have been paid more than €3.5m.
Mr Gogarty first revealed details of corrupt payments to former Minister Ray Burke.
