Currently, only the State bus companies can provide subsidised routes around the country.
The Coach Tourism and Transport Council has told the Oireachtas Transport Committee that with the current subsidy contracts due to lapse in December 2014, now is the time for the market to be restructured.
Chief Executive of the CTTC Gerry Mullins said people want public transport in low population areas and private operators just want a chance to provide that.
Mr Mullins said: "All we are saying is that we have been traditionally excluded from providing those services in the low population areas. We are not allowed, it is a ridiculous situation.
"Most of the buses in this country are not allowed, by law, to provide the very service that you are asking for."
